Lynn, 49, is serving a 18 -year -old prison sentence in 2011 to kill her infant daughter in 1996, whose body was not found.
She was deprived of conditional release in 2024 due to the laws “No body, nor conditional release.”
But she kept her innocence and was a casual prisoner for nearly 14 years.
“She is not in prison, she is in hell,” Mrs. Hignesson said.
“We now know that she was subjected to sexual assault, harassment, reduced, abuse, intimidation, and ignoring it by a number of reform officers working in the government in the state during the prison period, including Wayne Astell.”
Astiel was imprisoned for a maximum of 23 years in 2023 after misuse and sexual assault while working as an officer at the Delewia Reform Center in Sydney.
Ms. Hignesson told Parliament that Lyn was a witness to an investigation into a Astel crime and her evidence was relied on to condemn him.
“When the police came to me in prison and asked me what I could tell them about Astill, I initially thought it was a group. But then they said,” Kelly, we know, there are many women. We need your help. “
Mrs. Hignonon said that the state failed and left her in prison due to the retroactive impact of the laws, which was presented in 2022.
“These laws have been designed specifically for a man who killed his wife to marry his student: the killer Chris Dawson,” Ms. Hignesson told Parliament.
“Kelly Lynn’s law is not a mistake.”
When considering the conditional release in March 2024, the authority was “unavoidable to (Lynn), she cooperated illness in the police investigations, or any other measures, to determine the position of” her daughter.
Labor MP Emily Soufal told Parliament that the condition of conditional release in the state was an independent body and was unable to consider a request to release within 12 months of previous rejection.
“The crimes committed by Wayne Acele are completely horrific,” said Ms. Soufal.
“The government responds to Astill inquiring and accepted all of these recommendations.”
But the government did not support Mrs. Hignesson’s proposal, which was voted on the state’s Senate.
It has achieved revelation in the shadow of the parliamentary concession, which protects politicians from prosecution during the procedures in Parliament.
Lynn became eligible for a conditional release in May 2024 and ended in the full sentence of December 2028.
The most prominent investigation of Astill violating multiple failures within the state’s prison system, including lost red flags that should have prevented him from employing him as a correction officer.
