Manitoba RCMP say they have arrested Gilbert Plains’ former chief administrative officer as part of a lengthy fraud investigation.
Police said officers from the Dauphine detachment, along with cyber and financial crimes investigators, arrested Amber Fisher, 40, last week.
Police said Fisher had been under investigation since an initial complaint was filed in 2022, accusing her of defrauding the rural municipality of more than $500,000 during her time as an accountant.
She has been charged with fraud over $5,000, theft over $5,000, and using proceeds knowing they were obtained by the commission of a crime.

Police said they interviewed a number of witnesses and examined extensive financial records before the arrest.
“Anytime you have an investigation over this period of time and it gets to the shipping stage, that’s a major accomplishment. However, the work is not complete,” said Ricky Perkins, a financial and cyber crimes investigator, Const.
“We realize that for those affected, a lengthy investigation may seem as if no progress has been made. In fact, there are many steps of the investigation taking place behind the scenes, and we will continue to work with the Dauphine RCMP Detachment until it concludes.”
Fisher, who will appear in provincial court on March 18, was released on conditions, police said.
