Finance Talks: Lusaka Agenda Finance Alignment Indicators

Just over a year ago, the Global Health Futures Initiatives process concluded with the publication of the Lusaka Agenda, which recognized that the current structure of global health financing needed to change. He stressed the need for donor funds to harmonize and use government systems, and to strengthen accountability for state ownership by enhancing the transparency of financial flows to make progress towards universal health coverage. In September 2024, the Center for Global Development published the Lusaka Agenda Tracker to enable monitoring of progress and alignment with the transformations set out in the Lusaka Agenda. Its primary audience is development partners – specifically global health initiatives (eg, the Global Alliance for Vaccines and Immunization (Gavi), the Global Fund, the Global Finance Facility) and the constituencies that sit on its boards. Building on the Tracker approach, we decompose the PFM alignment component into six indicators. These indicators allow for more in-depth tracking of “how” funds fit into public financial management systems – that is, the processes and mechanisms through which donor funds are channeled. It does not focus on the “what” – the content and scope the funds intend to support.
